The Plc 200 rules shall govern with regards to all procedures for:
- (a) Disciplinary proceedings;
- (b) Rulemaking submissions, considerations and disposition of rulemaking petitions;
- (b) Public comment hearings;
- (d) Declaratory rulings;
- (e) Explanation of adopted rules; and
- (f) Voluntary surrender of licenses.
