1. (a) Each hospital or community health center shall submit to the department, or its agent, a test data submission for the purpose of determining compliance with the required data submission standards.
2. (b) Each test data submission shall contain 3 months worth of encounter data.

3. (c) Test data submission shall be required:

   1. (1) At least 3 months prior to the first required data submission date;
   2. (2) When a facility changes systems or processes; and
   3. (3) When any substantial changes are made to these rules.
