The department shall provide, if requested by any person at any time before 30 days after the final adoption of the rule, an explanation of the rule, including:

1. (a) A concise statement of the principal reasons for and against the adoption of the rule in its final form; and
2. (b) An explanation of why the department overruled the arguments and considerations against the rule, if any.
