1. (a) Settlements between the parties shall be encouraged in accordance with RSA 541-A:38.

   Parties shall attempt to settle a matter before it is scheduled for a hearing and may settle a matter at any stage of the proceedings.

2. (b) All settlement agreements shall:

   1. (1) Be in writing, describing the agreement's material terms; and
   2. (2) Be signed by both parties and their attorneys or agents.
