The purpose of this chapter is to:

1. (a) Establish rules and guidelines in order to ensure that primary automobile insurance is readily available to citizens of the state of New Hampshire at rates and premiums which are adequate, reasonable, and not unfairly discriminatory;
2. (b) Provide rules and structure for the New Hampshire automobile reinsurance facility; and
3. (c) Ensure all insurers authorized to write automobile insurance in this state issue to any eligible risk a policy of automobile insurance covering private passenger automobiles.
