A declaratory ruling issued by the commision shall:

1. (a) Apply only to the petitioner;
2. (b) Be confined to the set of facts and information contained in the petition or additional submissions made in conjunction with the petition; and
3. (b) Not constitute a finding that such facts and information have occurred or will occur as presented.
