The purpose of a declaratory ruling is to give information to individuals and entities potentially subject to:

1. (1) Allegations of illegal discrimination in violation of RSA 354-A; or
2. (2) Allegations of violation of such federal laws prohibiting discrimination as are within the jurisdiction of the commission to enforce.
