In addition to the basis set forth in Hum 317.03(b)(1), a motion for reconsideration and review shall be granted for:

1. (a) The existence of new and material evidence of which the motion's proponent was unaware and which the proponent could not with due diligence have uncovered and submitted before the issuance of the case decision;
2. (b) Mistake of fact or law made by the hearing commissioners or the commission; or
3. (c) Other unanticipated reasons indicating that justice has not been served by the commission's decision.
