1. (a) When the complainant is not represented by an attorney, the case in support of the complaint shall be presented by a member of the commission staff or by an attorney representing the commission.

2. (b) When the complainant is represented by an attorney:

   1. (1) A member of the commission staff shall present only:

      1. a. The complaint;
      2. b. The answer(s) of the respondent(s);
      3. c. The report and findings of the investigating commissioner; and
      4. d. Exhibits selected from the investigation file; and
   2. (2) The complainant's attorney shall present the case in support of the complaint.
