1. (a) A written notice of public adjudicative hearing issued to all parties at least 14 days before the scheduled date of the hearing shall commence the proceedings.

2. (b) Pursuant to RSA 541-A:31, III, the notice shall include:

   1. (1) A statement of the time, place and nature of the hearing;
   2. (2) A statement of the legal authority under which the hearing is to be held;
   3. (3) A reference to the particular sections of the statute and rules involved; and
   4. (4) A short and plain statement of the issues involved.
3. (c) If a more detailed statement of the issues is available, the commission shall furnish it upon request.
