After a notice of a public adjudicative hearing has been issued:

1. (a) The parties and intervenors shall have access to all information and documents in the case file, with the exception of investigation notes and internal memoranda of the commissioners and staff; and
2. (b) The parties, other participants in the hearing and the public shall have access to the investigative report.
