The rules of this chapter shall apply to public adjudicative hearings scheduled after a determination of probable cause which:

1. (1) Has not been altered upon reconsideration pursuant to Hum 210.03; and
2. (2) Has not been resolved through conciliation pursuant to Hum 211.
