1. (a) The staff investigator shall:

   1. (1) Discover facts;
   2. (2) Make reports and recommendations to the investigating commissioner; and
   3. (3) Assist the parties in settlement negotiations.
2. (b) The investigator shall maintain a neutral position with regard to the parties at all times.
