1. (a) The following people and entities shall be entitled to file a complaint:

   1. (1) Any person claiming to be aggrieved by an unlawful discriminatory practice;
   2. (2) Pursuant to RSA 354-A:21, I(a), any member of the commission;
   3. (3) Pursuant to RSA 354-A:21, I(a), the attorney general; and
   4. (4) Pursuant to RSA 354-A:21, I(b), any employer some or all of whose employees refuse, or threaten to refuse, to cooperate with the provisions of RSA 354-A.

2. (b) A complaint shall be:

   1. (1) In writing;
   2. (2) Signed and dated by the complainant; and
   3. (3) Verified.
3. (c) A complaint filed by a group of persons shall be signed, dated and verified by each person in the group.
4. (d) A complaint filed by a parent or guardian on behalf of a minor child shall be signed, dated and verified by the parent or guardian on behalf of such child.
