At least 5 days before the hearing, the parties shall exchange a list of all witnesses to be called at the hearing with:

1. (a) A brief summary of their testimony;
2. (b) A list of all documents or exhibits to be offered as evidence at the hearing; and
3. (c) A copy of each document or exhibit.
