1. (a) FANF financial assistance shall begin effective with the first of the month following the month of application, or effective with the payroll period in which eligibility is determined, whichever occurs first, provided that the family is eligible on the date payment is made.

2. (b) A FANF applicant, who is required to comply with He-W 628.01, shall receive the first assistance payment pursuant to (a), above, or the following, whichever is later:

   1. (1) The day following compliance with He-W 628.01(b)(2), if EBT is the method of benefit issuance; or
   2. (2) The second day following compliance with He-W 628.01(b)(2), if EFT is the method of benefit issuance.
3. (c) A FANF applicant who is required to comply with RSA 167:79,III(b), shall receive the first assistance payment pursuant to (a) above, or effective with the payroll period in which the condition described in RSA 167:79,III(b) is met, whichever is later.
