An application for a specific license to manufacture or initially transfer ice detection devices containing strontium-90 for distribution to persons generally licensed under the Nuclear Regulatory Commission 10 CFR 31.10 shall be approved if:

1. (a) The applicant satisfies the general requirements specified in He-P 4030.09; and
2. (b) The applicant satisfies the requirements of 10 CFR 32.61 and 32.62.
