An application for a specific license to initially transfer source material for use under He-P 4031.03, equivalent regulations of an agreement state, or Nuclear Regulatory Commission under 10 CFR 40.22, shall be approved if:

1. (a) The applicant satisfies the general requirements specified in He-P 4030.09; and
2. (b) The applicant submits adequate information on, and DHHS/RHS approves the methods to be used for quality control, labeling, and providing safety instructions to recipients.
