This part shall apply to:

1. (a) Birth facilities and laboratories performing newborn dried blood spot screening;
2. (b) Birth facilities performing newborn hearing screening;
3. (c) Birth facilities performing newborn critical congenital heart disease screening;
4. (d) Providers, certified midwives, and nurse midwives performing newborn dried blood spot screening, newborn hearing screening, and critical congenital heart disease screening, or providing care to infants or children with abnormal screening results;
5. (e) Audiologists providing pediatric diagnostic audiology services; and
6. (f) Organizations and agencies providing intervention and early supports and services to children between the ages of birth and 3 years with hearing conditions.
