The administration function shall be an allowable cost including, but not limited to, the following:

1. (a) Hiring and firing of personnel;
2. (b) Administrative supervision of the nursing, dietary, and other personnel;
3. (c) Supervising the maintenance of resident records;
4. (d) Maintenance of payroll, bookkeeping, and other records of the business;
5. (e) Supervising the maintenance and repairs of the NF; and
6. (f) Procuring necessary supplies and equipment.
