1. (a) Prior to the issuance of an initial license, the applicant shall attend in its entirety pre-licensing training required by DCYF as described in (b) below, except as allowed in (c) and (d) below.

2. (b) The pre-licensing training referenced in (a) above shall consist of a total of at least 30 hours of training, which includes, but is not limited to:

   1. (1) An orientation to the foster care system;
   2. (2) A review of the laws and regulations pertaining to foster care;
   3. (3) The impact of trauma on child growth and development;
   4. (4) Understanding grief and loss;
   5. (5) Maintaining family connections, including with birth parents;
   6. (6) The guidance and positive discipline of children;
   7. (7) Implementation of the reasonable and prudent parent standards;
   8. (8) The impact of sexual abuse and maintaining a safe environment;
   9. (9) First aid and cardiopulmonary resuscitation (CPR); and
   10. (10) Medication administration.
3. (c) An applicant who has held a valid foster family care license within the past 4 years in New Hampshire shall be exempt from completing the pre-licensing training in (b) above on those topics for which the curriculum has not changed since the applicant last completed the training.
4. (d) An applicant who has held a valid foster family care license within the past 4 years in any other state shall be exempt from completing the pre-licensing training in (b) above on those topics for which the applicant demonstrates completion of training on a curriculum with like competencies.
