1. (a) “Commissioner” means the commissioner of the New Hampshire department of health and human services, or his or her designee.
2. (b) “Controlled drug analog” means “controlled drug analog” as defined in RSA 318-B:1, VI-a.
3. (c) “Controlled drugs” means “controlled drugs” as defined in RSA 318-B:1, VI.
4. (d) “Department” means “department” as defined in RSA 318-B:1, VII-a.
5. (e) “Substance” means any matter which has a chemical constitution.
