1. (a) Any party or intervenor may submit separately stated proposed findings of fact and conclusions of law to the presiding officer prior to or at the hearing.
2. (b) The total number of proposed findings of fact and conclusions of law submitted by a party or intervenor shall be limited to a combined total of 40, unless otherwise permitted by the presiding officer.
3. (c) In any case where proposed findings of fact and conclusions of law are submitted, the decision shall include rulings on the proposals.
