1. (a) Pursuant to RSA 265-A:42, I, a client shall have completed an IDEP if he or she has:

   1. (1) Completed attendance at all class sessions, with active participation in discussions and assessments, and completion of exercises, tests, and all required forms; and
   2. (2) Made payment in full of all assessed fees.
2. (b) Clients who have an unexcused absence from a session shall be required to start the program anew and pay the entire fee again.
3. (c) Clients who have an excused absence from a session, as described in He-A 507.08(a)(1) and (2) shall be required to make up only that missed session and shall not be required to pay an additional fee.

4. (d) If a client is late to a session, the following shall apply:

   1. (1) The IDCMP shall not allow the client to participate if they are more than 15 minutes late for any IDEP session; and
   2. (2) If the client is more than 15 minutes late the IDEP shall require the client to restart the program beginning with the missed session and may charge the client an additional fee of no more than 50% of the original IDEP fee, regardless of which session the client restarts.
