1. (a) The hearing shall be presided over by the presiding officer who shall be the board chair or designee.

2. (b) The presiding officer shall:

   1. (1) Call the hearing to order;
   2. (2) Cause a recording of the hearing to be made;
   3. (3) Recognize those who wish to be heard and establish the order thereof;
   4. (4) Limit the time for each speaker;
   5. (5) Remove or have removed any person who disrupts the hearing;
   6. (6) Adjourn the hearing; and
   7. (7) Provide opportunity for the submission of written comments consistent with the notice published in the rulemaking register.
