The Plc 200 rules shall govern with regards to all procedures for:

1. (a) The conduct of adjudicatory and non-adjudicatory proceedings;
2. (b) Rulemaking submissions, considerations, and disposition of rulemaking petitions;
3. (c) Public comment hearings;
4. (d) Declaratory rulings;
5. (e) The receipt and investigation of misconduct complaints;
6. (f) Explanation of adopted rules;
7. (g) Voluntary surrender of licenses; and

8. (h) Waivers.
