When facts sufficient to support a declaratory ruling or to justify denial of a declaratory ruling have been established, the commission shall:

1. (a) Issue a written declaratory ruling which applies all relevant law to the established facts; or
2. (b) Issue a written decision that the commission lacks the subject matter or personal jurisdiction required for the issuance of a declaratory ruling.
