Standard for Granting Motion for Rehearing

A motion for rehearing shall be granted if it demonstrates that the commission's decision was:

(a) Illegal in respect to jurisdiction, authority of the commission or observance of the law;
(b) An abuse of discretion; or
(c) Arbitrary, unreasonable or capricious.
