“Accredited college or university” means:

1. (a) An institution that was, at the time a degree was conferred, accredited by an entity recognized by the United States Department of Education as a reliable authority on the quality of education or training in accordance with 20 USC 1099b; or
2. (b) An institution that was, at the time a degree was conferred, accredited by an entity recognized by the organization known as the Council for Higher Education Accreditation.
