1. (a) No person shall release wildlife designated as controlled pursuant to Table 800.3 below, without a permit to release wildlife.

2. (b) A permit shall be issued only to a person in the permittee category(ies), as defined in Fis 803.01, and cited in Table 800.3 as follows:
