1. (a) The wholesale bait dealer licensee shall provide a dated bill of sale or record of transaction to the purchaser whenever bait fish are sold to another licensed bait dealer.

2. (b) The dated bill of sale or record of transaction shall include:

   1. (1) The species;
   2. (2) The quantity by species;
   3. (3) The wholesale bait dealer’s license number;
   4. (4) The purchaser’s bait dealer’s license number; and
   5. (5) Both the seller’s and purchaser’s signatures or the signatures of their agents, subject to the penalties for making unsworn false statements under RSA 641:3.
3. (c) Such records shall be kept January through December 31 and shall be made available to the executive director or designee upon request.
