1. (a) A student shall correctly answer at least 70 percent of the questions on all sections of written and oral tests in order to be eligible for certification.

2. (b) A student shall demonstrate the minimum proficiency established in each terminal performance objective in a safe and efficient manner in order to be eligible for certification.
