1. (a) Any person directly affected by RSA 328-C or by any rule of the board may request a declaratory ruling concerning the applicability of a provision of RSA 328-C or a rule of the board to a specific set of circumstances. \

2. (b) The request shall:

   1. (1) Be addressed to the board and signed by the person making the request;
   2. (2) Describe the specific set of circumstances to which the law or rule inquired about might be applicable;
   3. (3) Quote the law or rule inquired about; and
   4. (4) Explain why its applicability is unclear to the described specific set of circumstances.
