Public comment hearings on proposed rules shall be open to print and electronic media, subject to the following limitations when such limitations are necessary to allow a hearing to go forward:

1. (a) Limitation on the placement of cameras to specific locations within the hearing room; or
2. (b) Prohibition of interviews conducted within the hearing room before or during the hearing.
