1. (a) The presiding officer shall record the hearing by electronic recording or any other method that will provide a verbatim record.

2. (b) If any person requests a transcript of the electronic recording of a hearing, the board shall:

   1. (1) Provide the requester with an estimate of the cost of the transcript; and

   2. (2) After receiving payment for the sum estimated:

      1. a. Provide the transcript to the requester; and
      2. b. If the actual cost of the transcript is not the same as the estimated cost, refund any overpayment made by the requester or issue to the requester a bill for the balance due the board.
