The primary wetlands functions used in the evaluation of the identified wetlands shall include wetland-dependent wildlife habitat and 3 or more of the following, as listed in RSA 482-A:2, XI:

1. (a) Ecological integrity;
2. (b) Fish and aquatic life habitat;
3. (c) Scenic quality;
4. (d) Educational potential;
5. (e) Wetland-based recreation;
6. (f) Flood storage;
7. (g) Groundwater recharge;
8. (h) Sediment trapping;
9. (i) Nutrient trapping, retention, and transformation;
10. (j) Shoreline anchoring; and
11. (k) Noteworthiness.
