An applicant for a permit for work in or adjacent to tidal waters/wetlands or the tidal buffer zone also shall demonstrate that the following have been avoided or minimized as required by Env-Wt 313.04:

1. (a) Adverse impacts to beach or tidal flat sediment replenishment;
2. (b) Adverse impacts to the movement of sediments along a shore;
3. (c) Adverse impacts on a tidal wetland’s ability to dissipate wave energy and storm surge; and
4. (d) Adverse impacts of project runoff on salinity levels in tidal environments.
