The applicant shall provide a project design narrative that includes the following:

1. (a) A discussion of how the proposed project:

   1. (1) Uses best management practices and standard conditions in Env-Wt 307;
   2. (2) Meets all avoidance and minimization requirements in Env-Wt 311.07 and Env-Wt 313.03;
   3. (3) Meets approval criteria in Env-Wt 313.01;
   4. (4) Meets evaluation criteria in Env-Wt 313.01(c);
   5. (5) Meets CFA requirements in Env-Wt 603.04; and
   6. (6) Considers sea-level rise and potential flooding evaluated pursuant to Env-Wt 603.05;
2. (b) A construction sequence, erosion/siltation control methods to be used, and a dewatering plan; and
3. (c) A discussion of how the completed project will be maintained and managed.
