The applicant shall:

1. (a) Provide a written explanation of the purpose of the proposed project, including the overall goal of the project, the core project purpose including a concise description of the facilities and work that could impact jurisdictional areas, and the intended project outcome;
2. (b) Specifically identify all natural resource assets in the area proposed to be impacted and include maps created through a data screening in accordance with Env-Wt 603.03 and Env-Wt 603.04;

3. (c) For standard permit projects, provide:

   1. (1) A CFA report in accordance with Env-Wt 603.04; and
   2. (2) A vulnerability assessment in accordance with Env-Wt 603.05;
4. (d) Explain all recommended methods and other considerations to protect the natural resource assets during and as a result of project construction in accordance with Env-Wt 603.04, Env-Wt 311.07, and Env-Wt 313;

5. (e) Provide a narrative showing how the project meets:

   1. (1) The standard conditions in Env-Wt 307; and
   2. (2) The approval criteria in Env-Wt 313.01; and

6. (f) Provide:

   1. (1) The project design narrative described in Env-Wt 603.06;
   2. (2) Design plans that meet the requirements of Env-Wt 603.07;
   3. (3) The water depth supporting information required by Env-Wt 603.08; and
   4. (4) A statement regarding impact on navigation and passage required by Env-Wt 603.09.
