“Functionally-equivalent use” means a use for a new or remodeled structure that:

1. (a) Maintains the pre-existing use, for example using an existing residential structure as residential or an existing commercial structure as commercial; and
2. (b) If not served by a public wastewater collection and treatment system, does not increase the sewage loading.
