1. (a) Upon receipt of an application, the department shall:

   1. (1) Determine whether the application is administratively complete; and
   2. (2) Proceed in accordance with RSA 482-A:3, XIV(a)(1), as reprinted in Appendix C.

2. (b) An application shall be determined to be administratively complete if:

   1. (1) The application form required by Env-Wt 311.03(b)(1) is complete and signed as required;
   2. (2) The correct fee is submitted with the application;
   3. (3) The application package contains all information, plans, maps, and other attachments required by Env-Wt 311.03(b)(3)-(13), as applicable; and
   4. (4) The application package contains compensatory mitigation plans as required in Env-Wt 312.03 and Env-Wt 312.04.
