As provided in RSA 482-A:3, XI(b):

1. (a) An application for a SMMD permit shall be filed directly with the department; and

2. (b) The application shall not be subject to:

   1. (1) The requirements of RSA 482-A:3, I relative to notice and fees; or
   2. (2) The requirements of RSA 482-A:11, III relative to conservation commission intervention review.
