The purpose of this chapter is to:

1. (a) Identify dredge, fill, and construction activities that are:

   1. (1) Allowed by RSA 482-A without a permit or notification;
   2. (2) Prohibited or limited by RSA 482-A;
   3. (3) Allowed by RSA 482-A provided the specified conditions are met, including notification for SPNs;
   4. (4) Allowed under a lower scrutiny approval (LSA), which includes registrations and PBNs;
   5. (5) Allowed under an expedited permit (EXP); or
   6. (6) Allowed only if a standard permit is obtained;
2. (b) Establish conditions applicable to dredge, fill, and construction activities as necessary to ensure that the intent and purpose of RSA 482-A are met;
3. (c) Establish procedures and criteria for filing a notification or registration for an LSA;
4. (d) Establish procedures and criteria for applying for an EXP;
5. (e) Establish procedures and criteria for filing an application for a standard permit;
6. (f) Establish procedures and criteria for the department’s review of submissions and decisions;
7. (g) Establish post-issuance requirements, including but not limited to permit acceptance, recordation, duration, transfer, and procedures and criteria for permit amendments;
8. (h) Establish procedures for emergency situations; and
9. (i) Establish the criteria and procedures for suspending, revoking, or modifying an LSA, EXP, or standard permit.
