1. (a) Prior to starting any work related to construction and reconstruction, the owner shall submit a written construction inspection plan to the department.

2. (b) The plan required by (a) above shall include, but not be limited to, the following:

   1. (1) Which construction activities shall be monitored the engineer or the duly-authorized and qualified agent, if employed;
   2. (2) Field tests to be performed and the frequency of testing;
   3. (3) Material testing requirements; and
   4. (4) Documentation and reporting requirements, including weekly progress reports and construction photographs.
3. (c) The department shall approve the plan if it determines that the plan is adequate to ensure that the dam will be constructed or reconstructed in accordance with the approved plans and specifications.
4. (d) Inspections during construction or reconstruction shall be performed in accordance with the approved inspection plan.
