1. (a) A roadway embankment whose culvert is placed along the natural bed elevation of the stream shall not be considered a dam if during the 25-year design event the water surface elevation at the culvert inlet is less than 6 feet above the water surface elevation at the culvert outlet.
2. (b) If additional culverts exist through the roadway embankment, their capacity(ies) may be used to determine the water surface elevation during the 25-year design event.
