1. (a) At least 80 percent of all counselors at a residence camp shall be 18 years of age or older.

2. (b) At least 80 percent of all counselors at a day camp shall:

   1. (1) Be 16 years of age or older; and
   2. (2) Be 2 years or more older than the campers with whom they are working.
3. (c) Each counselor, counselor-in-training (CIT), and junior counselor (JC) shall attend a comprehensive training program provided by or through the YRC before commencing any activities with campers.

4. (d) No individual shall be a counselor, CIT, or JC who has any criminal conviction for any offense involving:

   1. (1) Causing or threatening direct physical injury to any individual;
   2. (2) Causing or threatening harm of any nature to any child or children; or
   3. (3) Unlawfully taking property of another, whether through force or threat of force or through deception.
