“Transfer” means, as applicable:

1. (a) The conveyance of a fee simple interest in real estate; or

2. (b) A change in the ownership or operational control of a person holding a permit, or a change in an individual holding a permit as follows:

   1. (1) For a partnership, a change in the majority of general partners;
   2. (2) For a corporation, the conveyance of all corporate assets or of a majority of voting shares to a new person;
   3. (3) For other organizations, a transfer of the control of the organization to a new person; and
   4. (4) For an individual, transfer of control to another person.
