“Quality-certified sludge (QC sludge)” means sludge or a mixture of sludge that:

1. (a) Has received sludge quality certification pursuant to Env-Wq 809 or is a mixture of sludge for which each constituent sludge has received sludge quality certification; and

2. (b) Contains nutrients or organic material, or both, that can be used:

   1. (1) To improve crop land or forested land; or
   2. (2) For reclamation.
