The purpose of this chapter is to implement RSA 485-A:4, XVI-b by establishing standards, criteria, and procedures for a permit system to manage the removal, transportation, and disposal of sludge in order to protect human health and the environment, prevent nuisances, and regulate the beneficial use and recycling of sludge that meets the criteria for land application with appropriate performance standards.
