In addition to complying with applicable federal, state, and local building requirements, the design and layout of WWTPs, including building interiors and mechanical layouts, shall include provisions for future expansion and upgrades as follows:

1. (a) Locations of foreseeable future facilities shall be indicated on the construction drawings;
2. (b) WWTP hydraulics, sizing of conduits connecting unit processes, and flow distribution shall provide for future expansion; and
3. (c) Plugs, blind flanges, sluice gates, and valving shall be designed to facilitate expansion with minimal disruption to operating facilities.
